FENLAND LEAGUE RULES 2011

1. The League: Shall be called THE FENLAND SWIMMING LEAGUE.

2. Aim: To find the best Junior Fenland League Team (13 & Under) and Senior Team.

3. Area of League: The League will operate within a radius of approximately 50 miles of
Wisbech.

4. The League will be swum under ASA Laws and ASA Technical Rules: All member clubs
must be affiliated to an ASA Region and all competing members shall be eligible to
compete as per ASA Laws.

5. Annual General Meeting: This will take place each year normally in September/October,
28 days shall be given in writing.  A quorum for the AGM shall consist of 10 delegates
from participating clubs.

6. The Financial Year: Shall be from 1st September to 31st August in each year and the
accounts shall be audited and submitted to the AGM.  Auditors will be appointed at the
AGM.

7. League Sizes: The League size will be determined by the number of applications at the
AGM.

8. Affiliation & Annual Membership Fees: Clubs seeking affiliation of the League should do
so to the Hon. Secretary and shall pay an affiliation fee as agreed by the AGM.  The
annual membership fee shall be determined by the AGM, and is due on 1st January of
each year, payable to the Hon. Treasurer.  Any club not paying by 1st February, following
the AGM shall be deemed as having resigned their membership from the League.

Each club is responsible for the cost of hiring the pool for its own gala and the fixture of
its own admission price.

All clubs are responsible for the Health & Safety of swimmers.

9. Fines: Any club failing to turn up to participate in any of the League galas shall pay a fine
of £40.00.  This fine to be paid within 28 days of the gala or the club may be suspended
from the league until such time as the fine is paid.

10. Appointment of League Officers: The Chairman and the Hon. Secretary/Treasurer
shall be elected annually at the AGM by a simple majority and shall be members of an
ASA affiliated club and also members of the Fenland League participating clubs.  The
Executive Committee will consist of the above officers plus one delegate from each of the
participating clubs.

11. Executive Committee: The Executive Committee shall have the authority to make
regulations within the Constitution and ASA Laws and manage the League.
A quorum of the Executive Committee Meetings shall consist of six delegates from
participating clubs.

12. Extraordinary General Meeting: An EGM shall be held at the time expressed on written
request of a minimum of two participating teams, or by the officers of the committee,
such meetings shall occur within 28 days of the receipt by the Hon. Secretary of a written
request, such meetings to deal only with the matter for which the notice is given in the
request.  For an EGM 14 days notice in writing shall be given to the delegates.

13. Any Proposed Changes  : Any proposed changes to the rules should be in writing
submitted to the Hon. Secretary 28 days before the AGM or an EGM called for that
purpose.

14. Rules Changes: A simple majority of the authorised team delegates present at the AGM is
required for any rule changes.  The Officers will be entitled to vote, together with one
delegate from each competing club.

15. Clubs Wishing to Resign: Clubs wishing to resign from the League to do so in writing to
the Hon. Secretary not later than 28 days prior to the AGM.

16. Protests and Complaints: Protests and Complaints shall be dealt with in accordance with
ASA Law.

17. In the Event of the League Ceasing: In the event of the League ceasing to exist no funds
or other properties of the League shall be paid or distributed amongst the members of the
League except as allowed by ASA Law.  In the event of dissolution of the League the
assets remaining shall be distributed equally amongst teams in good standing with the
League for use with objectives similar to those of the League.

18. For the purposes of complying with all aspects of ASA Law the Host Club will act as an
agent and or promoter of the League for the period of the gala, and will be responsible for
ensuring that Pool Safety Laws as stated in the current ASA Laws and their pool hire
agreement are complied with in full.

19. League Rules: The interpretation of any contingency not covered by these will be
determined by the League Committee.

PLEASE NOTE AT ANY MEETING ONLY ONE VOTE PER CLUB        
(ALTHOUGH MORE THAN ONE DELEGATE CAN ATTEND).

JUNIOR FENLAND LEAGUE

ROUND ONE
Three home teams to be drawn or nominated to fit into clubs home programme.
The remaining 12 clubs to be drawn at random to each of the arranged galas.
Round one to be completed by an agreed date – say mid February.  Actual date of gala to be
agreed by competing clubs.

ROUND TWO
Three further home clubs to be drawn.  The remaining 12 clubs to be allocated by a random
draw.  Round two to be completed by mid April.

ROUND THREE, FOUR & FIVE
To be arranged by the above method with round three completed by mid May. Round four by
the end of July and round five by the end of October. 
All lanes to be allocated at the draw, host club to be given lane three.

FINALS
Three clubs to volunteer to host the three finals.  The five top clubs to be in the ‘A’ Final.  The
five middle clubs in the ‘B’ Final.  The five bottom clubs in the ‘C’ Final. Teams going into
the ‘A’ Final to receive ten bonus league points, and those in the ‘B’ Final five bonus league
points.  In the event of a tie, after five rounds, in both league and gala points for 5th and 6th position and for 10th and 11th position the number of first places will be taken into account when deciding which final teams are allocated.  The points received in the three finals would be added to the points scored from the previous five rounds, which together with the bonus points would decide The League Winners and the final positions 1st to 15th.

Trophies to be awarded to the League Winner and to the Individual Winners of Each Final.
All trophies to be perpetual.

Any club failing to participate in any gala rounds 1-5 shall have 80 points deducted from their
total gala points scored in the last round gala (finals gala).

Any club that swims an inelegible swimmer in rounds 1-5 shall have 2 points deducted from their
total gala points scored in the in the last round gala (finals gala) for each event (race) that any
ineligible swimmer swims.

The leagues management committee shall have the power to disqualify any club from taking
part in any league finals should they consider that the club has attempted to manipulate their
league position by means of failing to provide a team to compete at galas.

POINTS
Scoring shall be 5 points for first place down to 1 point for fifth place.  Non starters, non finishers and disqualified swimmers shall score zero points.  In the event of a tie or dead heat all teams concerned will be awared the highest points for that place.  Each gala winner will receive 5 league points, second place receive 4 points, third place 3 points, fourth place 2 points and fifth place 1 point.  In the event of clubs with equal points at the end of the six galas the league positions will be determined by the club(s) with the higher number of race points.  If a tie still exists the number of race first and subsequent placings will be taken into account.  In the event of a gala having less than five teams competing the points will be adjusted afterwards by the secretary/adjudicator.  If four teams are competing the gala points will be reduced by ten.

PROGRAMME
Ages shall be as at the date of the Finals for the year in which the competition takes place.
Only swimmers that have reached the age of 9 years by the date of these finals may compete
in any round as per ASA Laws

Cut off times are used as follows:
‘THE JUNIOR FENLAND LEAGUE GALA CUT OFF TIMES’ are as per our printed
programme for 25m pools for the following age groups: 13/U, 12/U, 11/U, 10/U and 9 years.
Swimmers who have achieved these times at any gala or time trials cannot compete in the
appropriate individual events or relays unless the time is achieved on the night of the gala.
There is no penalty for achieving the times in the gala but obviously the swimmer will be
debarred from swimming that event thereafter.

EVENTS
12/U and 13/U – 50m all strokes plus 4x25m Individual Medley.
11/U and 10/U – 50m all strokes, except 10/U Butterfly to be 25m.
9 years – 50m Freestyle, Backstroke and breaststroke.

Squadron relay to be 8x1 length – one boy one girl from 10/U, 11/U, 12/U and 13/U age
groups.  Freestyle cut off time to apply for the age group the swimmer is competing.

No ineligible swimmers to compete in individual or team events (overage, unregistered,
previously broken cut off times, previously swam for another club etc.) for a time only swim.

All relay and individual swimmers names must be handed in to the recording desk before the
gala starts.  Full names as registered with the League must be used.

Squadron relay names to be in race order, youngest to eldest, boys first, girls second.

Official recorder sheets will be provided and should be used.
Each home club is responsible for giving results of the gala to all participating clubs and must
send the TOP COPY to the League for scrutiny.

Any club that has used a swimmer that has previously achieved THE JUNIOR FENLAND
LEAGUE GALA CUT OFF TIME standard will lose the points for that race and amended
results will be issued.

FINANCE
Each club to pay an affiliation fee to be set at the AGM each year to cover cost of
programmes, result sheets and expenses.

SENIOR FENLAND LEAGUE

ROUND ONE
Two teams to volunteer to host the round one.

The remaining teams to be drawn at random to each of the arranged galas.

On the night of the gala the points will be scored depending on the number of teams competing, for example a six team gala will score 6 points for 1st place, 5 points 2nd place, 4 points third place etc.

A league table will be drawn up by scoring each event from the two galas depending on the number of teams competing in the league, for example a twelve team league will score twelve points for the fastest time, 11 points for the next fastest, 10 points for the next fastest etc.

FINALS (ROUND TWO)
Two teams to volunteer to host the round two finals.

Any club failing to participate in the first round gala shall have 80 points deducted from their
total gala points scored in the second round.

'A' Final to be contested by the six highest scoring teams in the round one galas when a 11/12 team division and by the five highest scoring teams when a 9/10 team division.

'B' Final the reamining teams

The trophies to be awarded to the winners of the ‘A’ & ‘B’ Finals.

If a tie exists the number of race first and subsequent placings will be taken into account.

PROGRAMME 
Ages as at the date of the second round ‘A’ & ‘B’ final galas for the following age groups:
10/U, 12/U, 14/U & Open.

Only swimmers that have reached the age of 9 years by the date of these finals may compete
in either round as per ASA Laws.

Each home club is responsible for giving results of the gala to all participating clubs and must
send the TOP COPY to the League for scrutiny.

SWIMMERS IN SPARE LANE: THIS WILL BE LEFT TO THE DISCRETION OF
THE REFEREE.

FINANCE
Each club to pay an affiliation fee to be set at the AGM each year to cover cost of
programmes, result sheets and expenses.
